Regulatory status of lemon verbena oil

True lemon verbena oil (Aloysia citrodora, syn. Lippia citriodora) is a sensitiser. Under the IFRA Standards, verbena oil from this species is prohibited as a fragrance ingredient, and EU cosmetics law lists verbena essential oils and their derivatives, other than the absolute, among substances that may not be used as fragrance ingredients in cosmetic products. Anyone formulating skin or personal-care products, or exporting to markets that follow IFRA or EU rules, should confirm the current status with the IFRA certificate and their regulatory adviser before using it.

What is sold as “verbena”

Because genuine lemon verbena oil is scarce, expensive and restricted, much “verbena oil” in trade is something else: Litsea cubeba oil (may chang, sometimes called exotic verbena), lemongrass-based blends, or fragrance compounds. These are different materials with different INCI names and different safety profiles. The botanical source must be named on the specification; the citral-rich alternatives carry their own citral limits, as with Lemongrass Oil and Lemon Myrtle Oil.

Composition

Genuine lemon verbena oil is led by citral (geranial and neral) with limonene and a range of sesquiterpenes. A GC-MS profile, read with the stated species in mind, distinguishes it from Litsea cubeba and from blends.
