About titanium dioxide
Titanium dioxide (INCI: Titanium Dioxide; formula TiO2, molecular weight 79.87) is a white inorganic oxide. EU legislation identifies it by CAS 13463-67-7, 1317-70-0 (anatase) and 1317-80-2 (rutile). When used as a white pigment it is identified as CI 77891.
Use as a UV filter: EU limits
In the EU, titanium dioxide is listed in Annex VI of the Cosmetics Regulation (EC) No 1223/2009 as a UV filter (entry 27, and entry 27a for the nano form), at a maximum of 25% in the ready-for-use product (Regulation (EU) 2021/850). In the EU, nanomaterial ingredients must also be labelled with “(nano)” after the ingredient name. Other markets, including ASEAN, set their own lists and limits, so confirm the rules for every market you sell into before fixing a level.
Nano or pigmentary: specify the form
Titanium dioxide is supplied in different particle sizes, crystal forms and surface treatments, and these change both performance and labelling. State the form you need when you enquire.
